Matthias Kasper studierte Psychologie mit dem Schwerpunkt Wirtschaftspsychologie an der Universität Wien. Während seiner Dissertation in International Business Taxation an der Wirtschaftsuniversität Wien verbrachte er Forschungsaufenthalte an der University of Cape Town und der New York University. Außerdem promovierte er in Psychologie an der Universität Wien. Im Anschluss verbrachte er zwei Jahre als Postdoktorand am Department of Economics der Tulane University. Seit November 2022 ist er Forschungsgruppenleiter am Walter Eucken Institut.

Seine Forschungsinteressen liegen im Bereich der Verhaltensökonomie sowie der Steuerhinterziehung. Insbesondere untersucht er den Effekt von Steuerprüfungen auf das Verhalten von Steuerzahlerinnen und Steuerzahlern und die Wirksamkeit von Verhaltensinterventionen zur Verbesserung der Steuerehrlichkeit.
